The shooting that took place on 17 May 2024 in Bamyan Province, Afghanistan has been declared an overseas terrorist act for AVTOP.
You may need to provide medical information and other supporting documents with your claim. We’ll discuss this with you as we assess your claim.
To claim this payment, download and complete the relevant claim form. Return the completed form and supporting documents to us using any of the following:
- your Centrelink online account
- by mail, using the instructions on the form
- in person, at one of our service centres.

Primary victim claim forms
A primary victim must submit a claim within 2 years from the day the Prime Minister declares the event as a terrorist act for the purposes of AVTOP. This means you must submit a claim by 23 September 2026.

Secondary victim claim forms
A secondary victim must submit a claim within 12 months of the death of the close family member.
The close family member must have died as a direct result of, and within 2 years of the declared terrorist act. The latest date we will accept claims for secondary victims is 16 May 2027.
