The shooting that took place on 17 May 2024 in Bamyan Province, Afghanistan has been declared an overseas terrorist act for AVTOP.

Primary victim claim forms

A primary victim must submit a claim within 2 years from the day the Prime Minister declares the event as a terrorist act for the purposes of AVTOP. This means you must submit a claim by 23 September 2026.

Secondary victim claim forms

A secondary victim must submit a claim within 12 months of the death of the close family member.

The close family member must have died as a direct result of, and within 2 years of the declared terrorist act. The latest date we will accept claims for secondary victims is 16 May 2027.

Health professional or allied health professional report

A health professional or allied health professional can complete a report for a primary victim who is applying for this payment.
