Terrorist attacks that took place on 7 October 2023 in the following locations in Israel have been declared overseas terrorist acts for AVTOP:
- Be’eri Kibbutz
- Sderot
- Supernova Sukklot Gathering music festival, in the Re’im Kibbutz
- Nahal Oz Kibbutz
- military base adjacent to the Nahal Oz Kibbutz near the northern Gaza Strip
- Kfar Aza Kibbutz
- Nir Oz Kibbutz
- Netiv HaAsara Moshav
- Alumim Kibbutz
- Kissufim Kibbutz
- Nirim Kibbutz
- Zikim Beach
- Holit Kibbutz
- Ein HaShlosha Kibbutz
- Nir Yitzhak Kibbutz.

To claim this payment, download and complete the relevant claim form. Return the completed form and supporting documents to us using any of the following:
- using your Centrelink online account
- by mail, using the instructions on the form
- in person, at one of our service centres.

Primary victim claim forms
A primary victim must submit a claim within 2 years from the day the Prime Minister declares the event as a terrorist act for the purposes of AVTOP. This means you must submit a claim by 2 February 2026.

Secondary victim claim forms
A secondary victim must submit a claim within 12 months of the death of the close family member.
The close family member must have died as a direct result of, and within 2 years of the declared terrorist act. The latest date we will accept claims for secondary victims is 6 October 2026.

Health Professional or Allied Health Professional report
A health professional or allied health professional can complete a report for a primary victim who is applying for this payment.
