Roles in the HI Service

When you register in the Healthcare Identifiers (HI) Service, you can assign roles to employees.

Organisations can have people registered in the HI Service in these roles:

  • Responsible officer (RO)
  • Organisation maintenance officer (OMO)
  • Authorised employee
  • Individual health care provider
  • Contracted service provider (CSP).

An individual can act in more than one role. For example, a sole trader may be an individual health care provider who is also the RO and the OMO.

Some organisations may be eligible to be an entity role such as a Healthcare support service provider or Health Administration Entity.

This is usually the chief executive officer. They’re responsible for a seed organisation’s interaction with the HI Service and ensuring its network organisations, authorised employees and contracted service providers comply with legislation.

This is usually the practice manager. They’re responsible for keeping information about the organisation in the HI Service system up to date and making sure information about authorised employees is maintained.

This is usually the practice manager or other support staff. They’re responsible for:

  • verifying patient information, including an existing patient’s Individual Healthcare identifier (HI)
  • searching for and retrieving an IHI for a new patient
  • notifying the HI Service when a patient dies.

This is someone who provides health care services to the public. They’re able to:

  • add and maintain some health care identifier details in the HI Service
  • search for the IHI of a patient they are providing health care to.

Organisations can also have Information Technology (IT) support organisations that provide services for them. An IT support organisation can have two types of roles.

A CSP manages or communicates health information for a health care provider.

An entity provides infrastructure and information for the My Health Record system for a health care provider.

Organisations can get 2 different types of entities depending on their circumstances:

  • Healthcare support service providers (HSP): eligible organisations can be assigned a HSP-O, including those that help older Australians and people with disability.
  • Health Administration Entities (HAE): relevant organisations can be assigned a HAE for health-related administrative activities, such as supporting the delivery and monitoring of health programs.

If you already use Public Key Infrastructure (PKI) GSO National Authentication Services for Health (NASH) certificates, the terminology will remain the same.
