The eligibility differs between the 2 industry categories for southbound goods.
Manufacturing and mining
Eligible claimants
This category applies to businesses mainly engaged in manufacturing or mining in Tasmania.
To be eligible businesses need to:
- register and have eligibility for the scheme confirmed by us
- ship raw materials and equipment from the Australian mainland to Tasmania
- use the raw materials and equipment in their own manufacturing or mining processes.
To claim, businesses must have incurred and paid the freight costs.
Eligible goods
To be eligible for freight assistance the southbound goods must:
- be raw materials or equipment for use in your manufacturing or mining processes in Tasmania
- incur a sea freight cost disadvantage.
Eligible southbound goods can be domestic or imported. Different eligibility criteria applies to each:
- domestic goods, are produced or manufactured on the mainland of Australia or, if imported, have undergone a manufacturing process on the Australian mainland
- imported goods are goods that are imported from overseas and shipped to Tasmania from a mainland Australia port.
Imported goods can be claimed if they:
- were shipped from the mainland to Tasmania on or after 1 July 2021
- were shipped from a mainland Australia port to Tasmania within 6 months of the date of import to Australia
- have no Australian equivalent.
You must claim southbound domestic goods and imported goods shipments separately. They will each get a different rate of assistance.
Ineligible goods
The following goods are not eligible for freight assistance:
- goods of Tasmanian origin
- imported goods with an Australian equivalent
- fuels and lubricants
- building and construction materials and equipment
- motor vehicles to be registered for use on public roads
- goods shipped as bulk cargo.
Agriculture, forestry and fishing
Eligible Claimants
This category applies to businesses mainly engaged in agriculture, forestry and fishing in Tasmania.
To be eligible businesses need to:
- register and have eligibility for the scheme confirmed by us
- ship material inputs, machinery, implements or equipment from the Australian mainland to Tasmania
- use the material inputs, machinery, implements or equipment in their own agriculture, forestry or fishing business activities.
To claim businesses must have incurred and paid the freight costs.
Eligible goods
To be eligible for freight assistance the southbound goods must:
- be material inputs, machinery, implements or equipment that are for use in your agriculture, forestry or fishing business activities
- incur a sea freight cost disadvantage.
Southbound goods can be domestic or imported. Different additional eligibility criteria applies to each:
- domestic goods, are produced or manufactured on the mainland of Australia or if imported, have undergone a manufacturing process on the mainland
- imported goods are goods that are imported from overseas and shipped to Tasmania from a mainland Australia port.
Imported goods can be claimed if:
- they were shipped from the mainland to Tasmania on or after 1 July 2021
- shipped from a mainland Australia port to Tasmania within 6 months of the date of import to Australia
- have no Australian equivalent.
